Robert E. Edmondson, Chief Executive Officer/Executive Director
Robert Edmondson is the CEO/Executive Director for On Lok. He is responsible for the overall management of each of the On Lok corporations and he reports to the Boards of Directors. Mr. Edmondson joined On Lok in 2005 with a background that spans the governmental and private sectors. He has managed government agencies in Nevada and led non-profit and for-profit HMO's in California. Having been President and CEO of Bridgeway Plan for Health, based in San Francisco, and of Omni Healthcare, based in Sacramento, he has extensive knowledge of Medi-Cal and Medicare. Mr. Edmondson also worked in Brazil for four years, leading the development of innovative health care programs and adding Portuguese to the set of languages he speaks. He serves on the Boards of Directors of Aging Services of California, the National PACE Association and John Muir Physician Network. Mr. Edmondson received his bachelor's degree from Stanford University and his law degree (J.D.) from Stanford Law School.
Gretchen Brickson, Director of Technical Assistance
Gretchen Brickson is the Director of Technical Assistance at On Lok. She
has more than two decades' experience in community-based health services,
managed care and housing for the frail elderly. As Director of Technical
Assistance she provides leadership to On Lok PACEpartners, a program
which assists organizations seeking to become a Program of All-Inclusive
Care for the Elderly (PACE). In her early career she worked at On Lok as
a social worker with the interdisciplinary care team and served as a program
specialist. Most recently she served as Executive Director of a Continuing
Care Retirement Community. Previously, at Downey Regional Medical Center,
she provided planning and development direction for starting up a PACE in
the Downey area, including obtaining licenses, completing the PACE application
and developing the facility. Ms. Brickson holds a bachelor's degree in Sociology
from U.C.L.A., a master's degree in Social Welfare from U.C Berkeley, and
masters' degrees in Public Health and Business Administration (M.P.H. and
M.B.A.) from U.C. Berkeley. She is also a Licensed Clinical Social Worker.
Wanda Chin, M.S., Associate Director, Program Operations
Wanda Chin oversees the operations of On Lok's day health centers, supervising the program managers for these centers. She also is responsible for the Recreation Therapy, Intergenerational Program and Reception departments. Ms. Chin helps to develop, maintain and implement service staff job descriptions and competencies. Having joined On Lok's staff in 1981 as Recreation Therapist, she has served as Adult Day Health Center Supervisor, Training Director and Service Development Specialist. She played a key role on On Lok's team that assisted the first PACE replication sites, helping with the feasibility studies and working with the Milwaukee, Boston and Denver programs throughout their PACE start-up period (three to four years). Ms. Chin has served on the Personnel Committee of the American Society on Aging and the Advisory Committee for the National Eldercare Institute on Transportation (Washington, DC). She received her bachelor's degree from U.C. Berkeley and her master's degree in recreation administration and therapy from San Jose State University.
Eileen Kunz, M.P.H, Director for Policy and Government Relations
Eileen Kunz is the Director for Policy and Government Relations for On Lok. In this role, she works with the federal Center for Medicare and Medicaid Services and the California Department of Health Services to implement On Lok Senior Health Services programs. She monitors federal and legislative developments and provides analyses of their implications for On Lok and PACE. Ms. Kunz joined On Lok in 1986 as On Lok's Replication Project Coordinator and was involved with formulating the initial replication criteria and in overseeing the PACE replication project as it progressed. She was instrumental in the formation of the National PACE Association and served as its Deputy Director until 1998. Ms. Kunz serves on the California Olmstead Advisory Committee. Ms. Kunz holds a bachelor's and a master's degree in Health Policy and Administration from U.C. Berkeley.
Grace Li, M.H.A., Director of Program Operations
Grace Li joined On Lok in 2001 as the Director of Program Operations. She has orchestrated new site openings, managed the integration of software applications and overseen complex systems, multi-site operations and health care programs. Before coming to On Lok, she worked in hospitals and managed physician practices, assisted living and a health care consulting firm. In her role with On Lok, Ms. Li oversees seven PACE centers and leads the planning and development of new programs. She is responsible for the operations of On Lok SeniorHealth's directly-operated centers including Home Care, Nutrition Services and Transportation. About 800 participants receive care through these centers in San Francisco and Fremont. She also serves on the National PACE Association Board of Directors and is Chairperson of the Education Committee. Ms. Li holds a bachelor's degree from the University of Florida, Gainesville and a master's degree in Healthcare Administration (M.H.A.) from the University of North Carolina, Chapel Hill.
Cheryl Phillips, MD, AGSF, Chief Medical Officer
Cheryl Phillips, M.D. is the Chief Medical Officer of On Lok Lifeways, On Lok’s PACE program, and oversees all medical care. She has served on multiple national boards and advisory groups for chronic care, including the CMS Technical Expert Panel on Quality Indicators in Long Term Care and the NCQA Geriatric Measurement Advisory Panel. In 2002, she was one of 30 fellows in the Primary Health Care Policy Fellowship program under the Secretary of the U.S. Department of Health and Human Services. Dr. Phillips is the past president of the American Medical Directors Association, an organization for physicians in long-term care, and is President-elect of the American Geriatrics Society. In 2005 Governor Schwarzenegger appointed her as a delegate to the White House Conference on Aging, to a three-year term on the California Commission on Aging and to the California Olmstead Committee. She completed her family practice residency and geriatric fellowship at the University of California, Davis.
Amy Shin, Chief Administrative Officer
Amy Shin joined On Lok in 2003 bringing health plan management experience gained in for-profit and not-for-profit health plans around the Bay Area. She is responsible for On Lok's Marketing Department, Fund Development, Quality Assurance, Regulatory Affairs, Provider Contracting, Information Technology and Facilities departments. She also oversees a contract with the Institute on Aging, for the operation of two PACE centers in San Francisco. Because Ms. Shin's background includes expertise in the Pharmacy Benefit Management arena, she has been able to play a key role in helping PACE with Medicare Part D. She was chosen to participate in the California Health Care Foundation Leadership Program, and has completed an intensive two-year fellowship that prepares clinically trained health care professionals for leadership roles in health care. Ms. Shin holds a bachelor's degree from U.C. Berkeley and a Doctor of Pharmacy (Pharm.D.) from the University of Southern California. She completed her General Residency with an emphasis in Administration at at U.C. Irvine Medical Center.
Sue Wong, M.B.A, Chief Financial Officer
As Chief Financial Officer for On Lok, Sue Wong is an officer of each of the On Lok non-profit corporations, which span PACE, HUD and market-rate housing, senior center services and intergenerational programs. She joined On Lok in 1978 as part of the team that designed and evaluated On Lok's comprehensive health care model. At On Lok she also has overseen all administrative functions, including the Human Resources and Facilities departments, and served as Interim Executive Director. She is responsible for overall financial direction and management, financial planning and analysis, investment strategy, and capital and operational budgeting. She oversees the Accounting Department and operations for On Lok House, a HUD 202/Section 8 facility. Ms. Wong leads the financial analysis team for new ventures and technical assistance. She has served on the Board of Directors of the Family Caregiver Alliance since 2000. Ms. Wong holds a bachelor's degree from U.C. Berkeley and a master's degree in Business Administration (MBA) from San Francisco State University.
